These are pictures from a new building method called dynamic architecture. The floors rotate independently with wind and supposedly generate enough energy to completely power the building and contribute to a city's power grid. The first one is being built in (where else) Dubai.
The buildings are made of individual modules that are assembled at a factory and than attached to a concrete core. The designer's claim is that this makes the building both much more stable in earthquakes and much quicker and easier to build than traditional skyscrapers. If the claims are true this is pretty amazing.
